He is a computer scientist, a serial entrepreneur and a former professor of information systems, network services, and security. He was the founder of I.NET, the first Italian ISP and the first Italian Internet unicorn.

He was a member of the parliament in the 17th legislature and a member of the high-level Group of experts on Artificial Intelligence of the European Commission, president of the steering Committee of the Agency for Digital Italy, and president of the Advisory Group on Advanced Technologies for Trade and Transport for UN-CEFACT. He is a member of the Leadership Council of the Sustainable Development Solutions Network (UNSDSN).

He was the founder of the Parliamentary Intergroup for Technological Innovation, the author of the reform of the Digital Administration Code and the creator of the Public Digital Identity System (SPID).

He published “Capitalismo immateriale” (Immaterial capitalism) for Bollati and Boringhieri (Canova Prize for economic dissemination), “L’intelligenza artificiale”, (Artificial intelligence), “Internet fatta a pezzi”(Internet torn to pieces).

He is the General Partner of the Rialto Venture Capital Fund.
